Multiple lines of evidence for the metaphorical reading: (1) Infants were certainly not literally oppressing them. (2) The verse is about current rulers, not future replacement with women. (3) Earlier in Isaiah 3, God says he'll pull away leaders and random people will grab power, but current leaders are lame too. (4) Women are specifically rebuked in detail later in chapter 3 (daughters of Zion), but leading is not one of their sins.
