Paul's first argument: shaving analogy (verses 5-6)

Paul argues: if a woman won't cover her head during prayer/prophecy, she's the same as a woman whose head is shaved. It was punishment in their culture to shame a woman by shaving her head. Paul uses what they already believe (hair length matters) to argue for what they're neglecting (head coverings).
