Three key questions for evaluating the testicle theory

Question 1: Did people at the time think hair functioned like a testicle? Question 2: Did they specifically use the word peribolaion to refer to a testicle? Question 3 (most important): Does it make sense to see that meaning in 1 Corinthians 11 specifically? Most scholarly energy was spent on questions 1-2, but question 3 is where the view falls apart.
