'The others' in verse 29 may simply mean 'anyone other than the prophet who gave the prophecy' -- preventing self-validation. This principle (the one prophesying cannot be the one who validates the prophecy) explains the rise of movements like Mormonism and Islam, where a prophet claimed authority with no testing. Paul then adds a further restriction: women also should not participate in judging, to preserve gender role boundaries in church leadership.
