Queens had command over men, though less than kings. Even Jezebel used authority by signing with Ahab's name, showing the queen's authority was real but lesser. Romans 13:1 commands everyone to submit to whoever is in authority, which would include queens. This pushes back against the strongest patriarchal (Andrew Tate/Saudi Arabia) view that women should never be in charge of anything.
