Winger narrates the secular historical record of Nebuchadnezzar's siege to show what the 'he' pronoun delivered.

Nebuchadnezzar besieged Tyre for 13 years — verified by secular history. Because Tyre's Phoenician navy was unmatched, the siege could never fully close; the Phoenicians continued supplying the city by sea. During those 13 years, the residents gradually relocated from the mainland city to the island fortification. When Nebuchadnezzar finally entered the mainland city, it was largely empty and its treasures had been moved. He did breach and trample the city as prophesied for 'he,' but the island population and wealth had escaped. Ra says this means the prophecy failed; Winger says the text only assigned the mainland sack to Nebuchadnezzar — everything was fulfilled that was assigned to 'he.'
