Historical fulfillment by Alexander the Great (332 BC): he literally threw the rubble of the mainland city into the sea to build a causeway to the island, fulfilling the 'they' section of the prophecy.

Alexander the Great arrived at Tyre in 332 BC. Like Nebuchadnezzar, he lacked the naval power to defeat the island city directly. His solution was to construct a mole (causeway/land bridge) half a mile across to the island — using the stones, timber, and rubble of the mainland city of Tyre as fill material. This is a precisely literal fulfillment of Ezekiel's 'they will lay your stones, your timber, and your soil in the midst of the water.' The causeway still exists today (grown into a peninsula by sedimentation). Even Bible-critical scholars do not claim Ezekiel was written after Alexander — the prophecy predates its fulfillment by over two centuries.
