The unique elder requirement: able to teach -- distinguishes elders from deacons

Everything in the elder requirements except 'able to teach' is general character. The teaching requirement is what makes elders distinct because eldership requires officially teaching the church. The church doesn't need people who are good on stage or can move a crowd; it needs people with godly character and the capacity to teach.
