Winger cites Craig Keener's IVP Bible Background Commentary to explain that Cornelius is clearly not a full convert to Judaism. A 'God-fearer' is technically a class of incomplete converts who were interested in Israel's God but not circumcised. Josephus, Philo, inscriptions, and Epictetus all mention this class.
