'The world' in 2 Corinthians 5:19 does not mean the elect — it means the ungodly world
Winger argues that 'world' in v.19 refers to sinners in rebellion, not to a special subset like the elect.
God reconciled 'the world' to himself — not the elect, not a subset. 'World' throughout Scripture refers to the world system, those in rebellion against God. This universal reconciliation (extent) is then followed by an appeal to individuals to 'be reconciled' (application). The two movements coexist and are not contradictory.
