Mike surveys other uses of kosmos in 1 John to establish the author's usage.

1 John 3:1: "the world does not know us because it did not know him" — world = people who do not know Christ. 1 John 3:13: "do not be surprised that the world hates you" — world = those hostile to believers, clearly including non-elect people. These usages in the same letter inform the meaning of "the whole world" in 1 John 2:2.
