Clinching evidence for the meaning of kosmos in 1 John from chapter 5.
1 John 4:3-5: the spirit of Antichrist is in the world, and "the world listens to them" — clearly individuals outside the elect. 1 John 5:19: "the whole world lies under the power of the evil one" — the same phrase (holos ho kosmos) used in 2:2. In ch. 5 it plainly means everyone who is not currently following God. This establishes that in 1 John, "the whole world" = everyone outside the believing community, including non-elect people.
