Short answer: yes. Both Calvinists (who say the person was never genuinely saved) and Arminians (who say the person lost their salvation) agree: someone who openly denies the gospel and lives a godless life is not currently saved. The secondary question — whether they lost genuine salvation or never had it — is disputed and Winger does not settle it. The primary concern is current spiritual state.
