Acts 2:38 commands repentance and baptism. Peter addresses those who heard the gospel and can respond. Infants cannot repent. The promise "for you and your children" uses "children" to mean descendants in the OT-covenant sense — as God spoke to Israel about them and their descendants — not age-specific infants. The promise does not activate until repentance is possible.
