In every church, there are more people gifted in teaching who are not elders than there are elders. If that counts as 'limiting usefulness,' then the church has been doing so since the first century. Teaching gifts can be expressed in many ways without the elder role — in women's ministry, men's ministry, individual conversations, etc.
