The passage is a micro-story warning that God will not tolerate leaders who demand obedience from others while disregarding it themselves. God knew Zipporah would perform the circumcision in response to the crisis — the threat was the trigger. Zipporah calling Moses a "bridegroom of blood" reflects her protest; she had been resisting the circumcision and the covenant demand it represented.
