Principle: caring about witness doesn't make behavior merely cultural

Paul, the apostles, and Jesus all wanted Christians to have generally godly behavior as a witness. That a behavior serves as a good witness does not mean it's only expected when the surrounding culture demands it. Good works shine before others (Matthew 5:16), but they're also inherently good.
