Miriam had some degree of leadership but not like Moses. She was rebuked for trying to push for leadership equal to Moses. She was not a priest like Aaron (possibly why she was made leprous and Aaron was not — he had priestly duties to perform). Alternatively she may have been the greater offender or punished because she was a woman. Her leadership was at least sometimes focused on women, connected to prophecy, and she held no official role other than prophetess.
